Job Description:
This position is responsible to ensure the contracts function serves as the primary customer interface and official point of contact for all contractual matters during all phases of contract formation and administration. Responsible for day-to-day functions in support of Commercial and DOD contracts and subcontract administration tasks for a variety of project, proposal, and contractual activities.
?Proactively manage and administer a variety of contracts (government/commercial, domestic/international) of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications, prepare and coordinate business correspondence, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.
?Ensure the contracts function provides appropriate business area support in all pre-contract formation activities, such as: review of solicitations and terms and conditions, performance of risk analyses and assessments, participation in bid/no bid decisions, provide guidance on proposal strategies, development and preparation activities, review of cost proposals, maintenance of cost and pricing data records for TINA compliance, support fact-finding and DCAA audits, and lead negotiations.
?Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify program leaders and management of potential non-compliances or other problems that could have an adverse impact on the company.
?Identify, manage and negotiate contract changes, and coordinate resolution of contract issues internally and with external customers. Work with program leaders and management to ensure that an effective contract change management process is in place. Provide advise and guidance regarding contract disputes and actively participate in resolution of these matters.
?Participate in international offset program planning, negotiation and execution.
?Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
?Perform other contract-related duties as assigned.
REQUIREMENTS:
Bachelors degree in relevant discipline, advanced degree a plus, with demonstrated contract knowledge and previous management experience. 8 + years of related private sector Commercial and DOD Contract and Subcontract work experience with a through knowledge of the FARS/DFARS. Sound business acumen with the ability to clearly recognize risk elements. Customer focus with the capability to resolve complex contracting issues with win-win solutions while meeting company requirements. Ability to manage multiple work assignments and meet critical deadlines. Experience with ITAR and working knowledge of Commerce Department export/import licensing requirements. Experience with Microsoft Project, Excel, Word & PowerPoint. Excellent verbal and writing skills a must. Work within a team environment and manage a large, detail-oriented workload. Occasional domestic and international travel required. Certified Professional Contracts Manager (CPCM) a plus.
Qualifications:
Must be a US citizen with the ability to obtain/maintain a government security clearance.
